Listen now to my voice; I will give you counsel, and God will be with you: Stand before God for the people, so that you may bring the difficulties to God. Moreover you shall select from all the people able men, such as fear God, men of truth, hating covetousness; and place such over them to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.
The Zone Ministry organizes the members of the local congregation into geographical groups to more effectively execute the core ministries of the church. The biblical principle from which zonal ministries is adapted can be found in Exodus 18:19-21. In this scripture, Moses is encouraged to organize Israel into small groups so that they could be more effectively managed. The Zone Ministry adapts and utilizes this methodology as a tool for membership, organization, and ministry execution.

The Zone Ministry possesses a four-fold purpose in regard to the work of the church: evangelism, retention, visitation, and benevolence.
- Evangelism focuses on spreading the Gospel message. This ministry practices the great commission spoken by Christ after his resurrection.
- Retention focuses on keeping close contact with new members, especially new converts, and existing members. The ministry encourages faithfulness to God, fellowship among the local church and further spiritual maturity for each individual Christian.
- Visitation focuses on visiting the sick or the bereaved, ensuring that each sick or bereaved member receives the comfort of the saints.
- Benevolence literally means acts of kindness. The term is used to describe the activity of meeting physical needs. The zonal group should become aware of the needs of its members, and attempt to expeditiously meet that need.
